(A) The President shall appoint chairpersons for the following standing committees at the second meeting of each year:
(1) Executive;
(2) Budget and Finance;
(3) Personnel;
(4) Planning;
(5) Property; and
(6) Rules.
(B) The President, Vice President, and Board Secretary shall serve on the Executive Committee.
(C) Each Board member must chair one committee and be a member of a second committee from division (A)(2) through (A)(6) above. A committee chairperson is expected to conduct a minimum of four committee meetings per year, and to make monthly reports in person or in writing.
(D) The duties and responsibilities of the standing committees are described as follows.
(E) The duties and responsibilities of the Executive Committee are:
(1) To establish, at the beginning of the year, at least one major objective for the Parks Board to pursue during the year;
(2) To consult with the Parks Department Superintendent at least once per month regarding any business that will be brought before the Parks Board or any matter that needs prior planning;
(3) To assist the Superintendent in placing items on the agenda for the Parks Board monthly meetings;
(4) To check periodically with the chair- persons of the other standing committees regarding activities that are being pursued;
(5) To be made aware of any problems and give the Superintendent assistance in handling these problems if needed. The Personnel Committee will be contacted if the matter warrants it;
(6) To direct the Superintendent to send, in November, reminders to the appointing bodies of upcoming Parks Board appointments, as well as a copy of the “Expectations of Park Board Members;” also indicate to the appointing body its preference for reappointment or non-appointment and/or suggestions for new members; and
(7) To evaluate, in an ongoing objective way, each Board member on his or her attendance and active participation at the Parks Board and standing committee meetings. At the committee’s discretion, an attendance report may be sent to any member’s appointing body.
(F) The duties and responsibilities of the Budget and Finance Committee are:
(1) To assist the Parks Superintendent in preparation of the proposed budget for the fiscal year;
(2) To submit the proposed budget to the Parks Board for approval;
(3) To assist the Superintendent in the presentation of the proposed budget before the County Council;
(4) To review and present to the Board, for approval, the monthly expenditure reports;
(5) To confer with Parks Superintendent on budget matters as required;
(6) To review and approve Superintendent’s mileage claims at monthly Parks Board meeting; and
(7) To perform other related duties as required.
(G) The duties and responsibilities of the Personnel Committee are:
(1) To ensure the Superintendent’s position is occupied by a qualified professional;
(2) To coordinate interviews and hiring of the Superintendent and the Program Supervisor;
(3) To work closely with the Superintendent and the Executive Committee on all matters relating to the dismissal or promotion of all full-time employees;
(4) To review and update job descriptions in cooperation with the Superintendent; and
(5) To perform other related duties as required.
(H) The duties and responsibilities of the Planning Committee are:
(1) To review annually the master plan with the Superintendent and inform the Board as to priorities and direction;
(2) To initiate updating of master plan;
(3) To work with Parks Superintendent on developing plans for new facilities and park lands;
(4) To work with the Parks Superintendent on plans for dedication ceremonies or celebrations;
(5) To submit annual year-end master plan accomplishments; and
(6) To perform other related duties as required.
(I) The duties and responsibilities of the Property Committee are:
(1) To inspect properties with the Parks Superintendent annually to review projects and ensure areas are being well maintained;
(2) To review significant capital improve- ment projects with the Superintendent and present to the Board;
(3) To monitor the Board’s progress in relation to the park site acquisition and development plan and five-year master plan concerning property development and acquisition;
(4) To review with Superintendent and recommend to the Board, types of public uses as they relate to specific park properties; and
(5) To perform other related duties as required.
(J) The duties and responsibilities of the Rules Committee are:
(1) To interpret rules and policy when questions arise;
(2) To prepare rule changes with the Superintendent as needed for submission to the Parks Board;
(3) To accept requests for rule changes for consideration and submission to Board;
(4) To act as custodian of the Parks Board’s copy of Robert’s Rules of Order; required to bring this to Parks Board meetings;
(5) To review the policy manual with the Superintendent annually; and
(6) To perform other related duties as required.
