§ 33.16  MEETINGS.
   (A)   (1)   All meetings of the Board are open to the public.  The Board shall fix the time and place of its regular meetings, but shall meet at least quarterly.
      (2)   The Parks Board shall meet the second Tuesday of each month at 7:30 p.m. on the first level of the County Complex unless otherwise advertised.
   (B)   (1)   Special meetings of the Board may be called by the President or by any two members by written request to the Secretary, and in accordance with the “open door” laws of the state. 
      (2)   The Secretary shall send to each member, at least two days before a special meeting, a written notice fixing the time, place, and purpose of the special meeting.  Written notice of a special meeting is not required if the time of the special meeting is fixed at a regular meeting.
   (C)   At its first regular meeting each year the Board shall elect a President and Vice President.  The Vice President may act as president during the absence or disability of the President.  The Superintendent shall serve as Secretary unless deemed otherwise by the Board.
   (D)   Installation of new Board members will take place the first regular meeting after appointment.
   (E)   A majority of four members constitutes a quorum.  Action of the Board is not official unless it is authorized by at least three members present and acting.  Land acquisition shall require authorization by at least a majority of four members.
   (F)   Robert’s Rules of Order shall be the guide for the conduct of Board meetings.
   (G)   Meetings shall be tape recorded and the tapes shall be retained for one year.
   (H)   The Parks Department Superintendent or the Board Secretary shall mail the minutes within one week following a meeting.  Meeting announcements and an agenda shall be mailed to each Board member one week prior to each Board meeting.
