§ 157.131  GROUNDS FOR VARIANCES FROM DEVELOPMENT STANDARDS.
   The Board of Zoning Appeals may grant variances from the development standards upon determination in writing that:
   (A)   The approval will not be injurious to the public health, safety, morals, and general welfare of the community;
   (B)   The use and value of the area adjacent to the property included in the variance shall not be affected in a substantially adverse manner; and
   (C)   The strict application of the terms of this chapter will result in practical difficulties in the use of the property.  However, this chapter may establish a stricter standard than the “practical difficulties” standard prescribed by this subchapter.
