§ 32.071  E-911 ADVISORY BOARD.
   (A)   The Board of Commissioners do hereby amend the 911 advisory body to include a representative from the Town of Westville to serve as a member of the E-911 enhanced emergency telephone system agency which body shall be known as the "E-911 Advisory Board."
   (B)   (1)   The E-911 Advisory Board shall be composed of the following individuals or their respective alternates:
         (a)   One member from the County Commissioners or an alternate;
         (b)   One member of the LaPorte County Council or an alternate;
         (c)   The Sheriff of LaPorte County or an alternate;
         (d)   The LaPorte County Emergency Medical Services Director or an alternate;
         (e)   A representative from the Michigan City Police Department or an alternate;
         (f)   A representative from the LaPorte City Police Department or an alternate;
         (g)   A representative from the Michigan City Fire Department or an alternate;
         (h)   A representative from the LaPorte City Fire Department or an alternate;
         (i)   A representative from the Chiefs Association of LaPorte Volunteer Fire Department or an alternate;
         (j)   The Emergency Planning Coordinator or an alternate;
         (k)   The Emergency Management Agency Director or an alternate;
         (l)   The Mayor of LaPorte or an alternate;
         (m)   The Mayor of Michigan City or an alternate;
         (n)   The Director of E-911 who shall serve in an ex-officio capacity;
         (o)   The Town of Long Beach Town Council President or an alternate;
         (p)   The Town of Westville Town Council President or an alternate; and
         (q)   A dispatcher employed by E-911, who shall serve as an ex-officio member;
      (2)   The above representatives or recommended alternates shall be referred to the Board of Commissioners of LaPorte County which shall have the authority to make a formal appointment to serve on the E-911 Advisory Board. No individual may serve without his or her appointment being formally made by the LaPorte County Board of Commissioners. Any appointee or his alternate shall have full voting authority.
      (3)   Terms of appointment. Each member shall serve on an annual basis from January 1st to December 31st of that year. For the purposes of the initial Board, all members shall serve from the time of their appointment until December 31st, 1991. Thereafter, all appointments shall be made on an annual basis. The E-911 Advisory Board shall meet as frequently as it deems necessary, but not less than quarterly.
   (C)   The E-911 Advisory Board will have the following duties and responsibilities:
      (1)   The Board shall assist the Board of Commissioners in all matters relative to personnel of the E-911 system. This assistance shall include, but not be limited to, the process of taking applications and interviews for employment, supervision of current employees advice and recommendations regarding discipline and resolution of employee performance and employee disputes,
      (2)   Recommend operational policies and administrative regulations regarding the operations of E-911.
      (3)   Coordinate the participation of all member agencies and public emergency response agencies in the county in the E-911 System.
      (4)   Said E-911 Advisory Board shall mediate disputes as and if they arise among the public emergency response agencies. Said agencies include all fire and police departments, EMS, and other agencies participating in the E-911.
      (5)   The actions of the E-911 Advisory Board are advisory in nature and their recommendations or findings shall be reported to the Board of Commissioners of LaPorte County immediately after said finding or recommendations have been made.
