(A) For any change in a map of an approved or recorded subdivision plat, if the change affects any street layout shown on the maps, or areas reserved thereon for public use, or any lot lines, or if it affects any map or plan legally reached prior to the adoption of any regulations controlling subdivisions, the parcels shall be approved by the Commission by the same procedure, rules, and regulations as for a subdivision.
(B) However, if the proposed changes in the plat or part of the plat are in conflict with the covenants and deed restrictions recorded with the plat or part of the plat, and/or the proposed changes in the plat or part of the plat affect the square footage of the lots, square footage of the dwelling, or type of dwelling (such as single-family, two-family), then a petition signed by all the property owners in the subdivision or adjacent to the subdivision must be filed with the application for primary plat approval at the office of the Plan Commission.
