(A) There is established in the county an Emergency Management Organization pursuant to the Civil Defense and Disaster Law of 1975.
(B) It shall be governed by all applicable state and local laws.
(C) There is established a merit system of personnel administration of the employees of the Emergency Management Organization, excepting the Director which shall be serviced by the state Personnel Division.
(D) The county Emergency Management Director is authorized and directed to enter into agreements and arrangements with the state Department of Emergency Management as may be necessary.
(E) The Emergency Management Director is designated as the appointing officer in charge.
