§ 151.20  PERMIT REQUIRED.
   (A)   A permit shall be obtained before beginning any construction or alterations of any building in the county which requires a change or addition to any support members or the installation of new plumbing, heating, air conditioning, stationary or permanent, electrical wiring, installation of new water heaters, and fireplaces and stoves, whether gas or wood burning.
   (B)   All permits shall be issued by the Building Commissioner and all fees provided for herein shall be paid to the Office of the Building Commissioner.
   (C)   (1)   All permits issued by the Office of the Building Commissioner shall expire if work has not begun within 120 days of the issuance of the permit.  All permits will expire within two years from the date of issuance. 
      (2)   (a)   The Building Commissioner, at his or her discretion, may extend the period for which work may begin under the issuance of any building permit by a period of up to an additional 90 days, based on just cause. 
         (b)   The Building Commissioner may also extend the expiration date of any building permit by any additional periods of up to 180 days if a reasonable basis can be provided for the non-completion during the prior period, and reasonable assurance that the permit can be completed within the prescribed extended period of time. 
      (3)   In no event shall the Building Commissioner extend the building permit for more than an additional one year.  If work cannot be completed under the permit within the time period specified, a new permit must be obtained.
