(A) The purpose of the county Master Plan is to compile all zoning ordinances and other ordinances that leave enforcement to the Building Commissioner, Plan Commission, or the Board of Zoning Appeals. The Master Plan, this Title XV, is to be read as a whole.
(B) In the event of a conflict between any separate sections, the section of specific applicability will control.
