(A) The County Board of Commissioners finds that the courthouse lawn surrounding the courthouse located in the City of LaPorte has been damaged by the public.
(B) No resident of the county or any other person shall come on, upon, or across this courthouse lawn located in the City of LaPorte, or any trees or shrubbery located thereon, unless that person shall first have obtained special written permission from the Board of Commissioners issued at a regular meeting of the Board of Commissioners.
