(A) It shall be unlawful for any person or persons to knowingly block or restrict the use of any entrance or exit or any step way or stairway leading to an entrance or exit to any county building, by sitting or laying in that entrance way or exit way or on the step way or stairway inside or outside any county building.
(B) It shall be unlawful for any persons to knowingly congregate in any entrance way or exit way or any step way or stairway leading to any entrance way or exit way to any county building, so as to restrict ingress or egress to that building.
