(A) (1) No person shall operate a retail food establishment in the county without a valid food service license issued by the county Health Officer.
(2) This permit shall be posted in a conspicuous place in or on the retail food establishment.
(B) Only persons who fully comply with all applicable provisions of this chapter shall be entitled to receive a food service license.
(C) (1) The food service license shall be for a term of one year beginning January 1 and expiring December 31 of the same year and shall be renewed annually.
(2) A temporary food service license shall be issued for the term of a single, continuous event, not to exceed 14 days.
(D) Any food service license issued by the Health Officer shall contain the name and address of the person to whom the license is granted, the address of the premises for which the license is issued, and other pertinent information as may be required by the Health Officer.
(E) (1) A separate license shall be required for each retail food establishment operated or to be operated by any person.
(2) A license issued under this chapter is not transferable with respect to the licensee or the location.
(3) A license shall be issued to any person upon application only after inspection and approval of the retail food establishment by the Health Officer, provided the establishment complies with all applicable provisions of this chapter.
(F) No license or renewal shall be denied or revoked on arbitrary or capricious grounds.
