(A) Upon the introduction of an ordinance or a resolution, it shall be read into the record unless all of the Commissioners have been presented full written copies of the ordinance or resolution at least three days prior to the date of introduction. In the latter case, upon unanimous vote, the reading may be by title only.
(B) All other readings shall be by title only.
