(A) Ordinances shall be read two times before being passed, and no ordinance shall pass on the same day in which it is introduced except as provided in division (B) below.
(B) An ordinance may be passed on the day it is introduced upon the unanimous vote of all Commissioners on a separate motion to waive the provisions of division (A) above.
