Whoever violates any provisions of this section after receiving a written warning from law enforcement, shall be fined $100 for the first offense, $500 for the second offense within a calendar year of the first offense, and $1,500 for each additional offense within a calendar year of the first offense. A separate offense shall be deemed committed on each transaction that a violation occurs or continues.
