(A) (1) It shall be unlawful to organize or participate in any block party, neighborhood picnic, or similar event which necessitates the closing of a street without first obtaining a permit from the Board of Commissioners.
(2) This requirement applies to all persons and groups, including non-profit organizations.
(B) The permit application shall specify the details of the requested street closing and shall submit the application at least 30 days prior to the event.
