(A) The County Commissioners and county department heads agree to provide programs and activities which are readily accessible to and usable by the handicapped.
(B) The delivery of benefits and services will be free of discriminatory effects on the handicapped.
(C) The Board of Commissioners and the County Council ensure that a procedure has been established ensuring that secondary users of General Revenue Sharing Funds comply with the regulations of Section 504 ( 21 USC 794).
