All county vehicles shall display and have affixed to the driver and front passenger doors, a number and decal of similar design as the one attached hereto in the appendix to this chapter and made a part hereof, except those vehicles identified by their use or department as county vehicles. Vehicles identified by their use or department include, but are not limited to, Sheriff’s Department, Emergency Medical Service, and Highway Department vehicles.
