The City requires that all companies, corporations, or individuals placing steel roadway plates in the right-of-way of any street, alley, or public right-of-way notify the Lancaster Department of Transportation upon placement and removal of any plate. The contractor name, employee contact name with a 24-hour emergency telephone number, location and number and size of plates, and the approximate number of days planned for placement shall be submitted by telephone during business hours 7:30 a.m. - 4:00 p.m. Any plates set outside of business hours must be reported to the Lancaster Police Department. All plates over open excavations shall be held in place by the use of four pins or placement of bituminous asphalt continuously on all four edges, and must be marked by signage per the OMUTCD.
