11-24-3: PROHIBITION:
No person shall within the city, fill, excavate, dig or grade the surface of the earth nor open any pits or excavated areas in the earth nor do any other acts where it will raise or lower the grade of any land, except as provided for in and in conformance with title 7, chapter 4 of this code.
