11-17-5: GROUNDWATER ELEVATION:
The lowest floor, including basement floor, of all structures shall be at a level at least three feet (3') above the highest known groundwater table elevation. If requested by the building official, the groundwater table elevation shall be determined by a licensed soils engineer using soil borings, piezometers, or the observation of mottled soils.
