Any person who has explosives in his possession and who incurs a loss or theft of all or a portion thereof upon discovery of such loss or theft shall immediately, and in no event longer than twenty four (24) hours from the time of discovery, inform the local chief of police of the loss or theft, the amount missing and the approximate time of the occurrence.
