If the standards and requirements for issuing a permit have been met, the city clerk shall, upon receipt of the fee established by city council resolution, prepare and deliver to said applicant such permit as is requested in said application; provided, that no permit shall be granted for a period exceeding thirty (30) days. If the city clerk denies the permit, the applicant may appeal the decision to the city council by filing a written notice of appeal with the city clerk within ten (10) days of the denial.
