The City may, in addition to the requirements of this chapter, require any person which has or seeks to have facilities located in any right-of-way to obtain a franchise to the full extent permitted by law, now or hereinafter enacted, except that the City shall not require an individual license, franchise, or other agreement, other than a standard small wireless facility collocation agreement to collocate small wireless facilities on wireless support structures owned or controlled by the City and located within the public right-of-way.
