7-5-3: PERMIT REQUIRED, APPLICATION AND CHARGES:
   A.   No person shall make any type of connection to, repair of, or alteration in the water system, sanitary sewer or storm sewer system except after having made an application on a form provided by the city and receiving a permit issued by the city. The application shall include the legal description, official address of the property to be served, the uses for which the connection is requested, and the size of the service line to be used. The application shall be signed by the owner of such property or an authorized agent of the owner.
   B.   The city shall examine all applications before a permit is issued; and after the construction, enlargement, alteration and repair is complete the city shall be notified. It shall be unlawful to cover any connecting line until an inspection has been made and such connection and the work incidental thereto has been approved by the city as a proper and suitable connection.
   C.   No permit shall be issued and no connection shall be made with respect to any sanitary sewer, water system or storm sewer system serving the property of any persons or occupants of the land, parcel or premises affected that have not paid or provided for the payment of their full and proportionate share of the cost of said utilities, or the current installment of any special assessment thereon.
   D.   All charges, permit fees and user charges, together with the method of payment therefor, shall be established by the council from time to time, within the discretion of said council, but based on reasonable accounting principles. (Ord. 14, sec. 4, 1-17-1966; amd. 1980 Code)
   E.   Permit applications for utility connections shall be taken out by a master plumber who shall be licensed to do plumbing by the state of Minnesota, except that nothing in this chapter shall be construed to prohibit an individual owner from obtaining a permit and installing such connection by his or her own labor; provided that said construction is conducted under the regulations of the city.
