Before anyone other than the owner of the abutting property installs a home delivery tube or receptacle on a public right of way or boulevard, he shall obtain the written approval of the city and the abutting property owner. The person or organization installing the tube or receptacle shall remove it within ten (10) days of receiving written request for its removal by the abutting property owner or the city.
