There is hereby established a street department. The street system as it is now constituted or shall be hereafter enlarged or extended shall be constructed, regulated and maintained under the provisions of this chapter subject to the authority of the city council at any time to amend, alter, change and repeal the same 1 . The city administrator shall have charge and management of the street department subject to direction from the city council. The administrator may designate the city engineer and other city officials to carry out duties and responsibilities under this chapter. (1980 Code)
