6-1-10-3: CONDITIONS FOR USING THE TRAFFIC SIGNAL PREEMPTION SYSTEM (TSPS):
   A.   Fire Department: City owned Fire Department vehicles may use the TSPS while on emergency response. Unless otherwise provided for herein, or as approved by the Fire Chief, all other use by the Department is prohibited. Conditions for the use of TSPS hereby become a part of the Fire Department standard operating procedures 2-2300.
   B.   Police Department: City owned Police Department vehicles may use the TSPS while on emergency response. Unless otherwise provided for herein, or as approved by the Chief of Police, all other use by the Department is prohibited. Conditions for the use of TSPS hereby become a part of the Police Department policy and procedures 3-4800.
   C.   ALF Ambulance: ALF Ambulance may use the TSPS while on emergency response.
   D.   Maintenance Personnel: City of Lakeville, Dakota County, State of Minnesota maintenance personnel, or their contractors under written agreement, may activate the TSPS only when testing or repairing the system. Sirens and flashing red lights need not be used except when the testing vehicle must exceed the posted speed limits. If an emergency vehicle is to be used for the test, the Chief of Police shall be notified prior to the test activation.
   E.   Emergency Vehicles Not Owned Or Operated By The City: The use of TSPS within the City by non-City emergency vehicles may be authorized in writing by the Chief of Police.
   F.   Unlawful To Activate Without Approval: Unless specifically approved herein, it shall be unlawful for any person to activate the TSPS in Lakeville by any means whatsoever. The installation of TSPS emitters on any vehicle not identified in subsections 6-1-10-3A through D is prohibited. (Ord. 456, sec. 1, 2-3-92)
