5-1-12-1: SANITARY, LOCATION REQUIREMENTS:

A. Such dog kennel shall be kept at all times in a clean and sanitary condition, and the dogs shall be reasonably restrained from annoying the neighborhood or the general public by loud, frequent or habitual barking, yelping or howling.
