It shall be unlawful for any person or business to scavenge, collect or otherwise remove recyclable materials after said materials have been placed or deposited for collection without a license from the City and an account relationship with the owner, lessee or occupant of the premises. Nonprofit organizations collecting recyclable material shall be exempt from the license requirement. (Ord. 493, sec. 1, 3-15-1993)
