3-16-1: PURPOSE:

Policy Statement: In order to protect the public health, safety and welfare and to guard against the inception and transmission of disease, the City Council deems it necessary to provide for the regulation and licensing of persons who administer massages. (Ord. 530, sec. 1, 8-15-1994)
