The City shall, at its own expense, have the right to install and maintain upon the poles and within the underground pipes and conduits of grantee, any wires and fixtures desired by the City to the extent that such installation and maintenance does not interfere or compete with current or future operations of grantee; provided, however, that City may not use any such wires or fixtures to compete with any commercial services offered by grantee, its affiliates, parents or subsidiaries to subscribers.
