The police department shall ensure that tow operators on the rotation tow list are called in the order of rotation as far as is practicable. The police department shall not, except upon request of the owner, operator or person legitimately in possession of the vehicle to be towed, call any tow truck not on the rotation tow list unless all such approved tow operators are unavailable. The police department is specifically permitted, where more practical to do so, to call a tow operator out of the rotation sequence or to contact a different towing service(s) not in the rotation tow list, where there exists an urgent need for services of a tow truck and/or where specialized towing and/or other vehicle services are or may be required.
