This chapter and each of the separate provisions thereof have been enacted for the benefit and protection of property owners as well as the public in general. Each and every contract, either written or oral, for the performance of a type regulated by this chapter, shall by implication include a warranty and covenant on the part of the one who is to perform the work. The work shall be performed strictly in accordance with the applicable provisions of this chapter, unless compliance to the ordinance has been waived by order of the City Council for good cause shown.
