§ 50.20 CONTRACT FOR COLLECTION SERVICES.
   Every residential, business, or commercial property within the City shall have a contract for MSW and recyclables collection services except those which are exempted pursuant to the provisions of M.S. § 115A.941(b), as it may be amended from time to time, as long as that residential, retail, or commercial business entity ensures that an environmentally sound alternative for garbage and recyclables disposal has and is being implemented. All persons seeking exemption from the provisions of this chapter shall submit a written application with the City Clerk specifying and identifying the environmentally sound alternative that it is seeking to implement in lieu of entering into a contract for garbage collection services with a licensed hauler pursuant to the provisions of tins chapter. The City Council shall conduct a hearing upon receipt of all such applications and determine whether or not the method proposed by the applicant for alternate disposal of his, her or its MSW, recyclables, bulky waste, yard waste, SSOM or construction/demolition waste is environmentally sound and reasonably acceptable.
