§ 91.02 DOCKS AND MOORING MINIMUM STANDARDS.
   (A)   DOCKS.
      (1)   Installation of Docks.
         (a)   Application must be made to the City Clerk-Administrator in writing for a Dock, regardless of whether the Dock is new construction or used. The application must include all plans for the installation of a Dock with a sketch and materials list.
         (b)   The Park Technical Committee shall review the application and supporting documents and approve or deny the application.
      (2)   Must have all poles secured in the riverbed at all times, regardless of river level.
      (3)   All treated lumber must be arsenic-free.
      (4)   Dock structures installed after January 1, 2012, shall be built to the following specifications.
         (a)   Shape and Size. Docks must be a rectangular shape with a width of 8-10 feet and a length of 30 - 50 feet.
         (b)   Flotation. Must be polyethylene, foam-filled Coast Guard approved floats. There shall be a minimum of 10 inches of freeboard between the top surface of the decking and the water.
         (c)   Timber Dock. Docks constructed of timber are subject to the following requirements:
            1.   Large timbers must be the full length of the Dock.
            2.   One of the following may be used:
               a.   Solid wood poles with a minimum of 9 inches diameter.
               b.   Dimensitional lumber with minimum dimensions of 6 inches by 12 inches.
               c.   Crossbeams with minimum dimensions of 5 inches by 6 inches by the width of the cross beam. Crossbeams must be bolted through timbers.
         (d)   Steel Dock. Docks constructed of steal are subject to the following requirements.
            1.   Steel framed Dock must be the full length of the Dock.
            2.   The side frames may be a minimum of 12 inches high.
            3.   Cross beams may be angle or tube cross beams with 2 foot centers and welded in place.
         (e)   Decking Options.
            1.   2 inches by 6 inches or 2 inches by 8 inches treated, cedar, or redwood screwed to the main structure.
            2.   Skid Guard ¾ inch marine grade.
            3.   Plastic wood dimension lumber with specific design plans.
            4.   Other products approved by the Park Technical Committee.
         (f)   Dock anchoring system minimum requirements.
            1.   45 foot long or less Dock: four poles with dimensions of 4 inch by 20 feet and 5 inch pipe holders.
            2.   More than 45 foot long Dock: six poles with dimensions of 4 inch by 20 feet and 5 inch pipe holders OR four poles with dimensions of 5 inch by 20 feet and 6 inch pipe holders.
      (5)   Existing Docks.
         (a)   Decking shall be secured in place with no missing or loose boards.
         (b)   There shall be a minimum of 10 inches of freeboard between the top surface of the decking and the water.
         (c)   Flotation. Additional or replacement flotation shall be installed when necessary. Flotation must be polyethylene, foam-filled, Coast Guard approved floats.
         (d)   Deteriorating open-cell foam shall be removed.
         (e)   There shall be a minimum of four poles stabilizing the Dock. Pole diameter must be adequate for the size of Dock to maintain position.
         (f)   When components of existing Dock structures are replaced, they must comply with the standards of § 91.02 (A) d.
   (B)   MOORING.
      (1)   Installation of Mooring.
         (a)   Application must be made to the City Clerk-Administrator in writing for a Mooring, regardless of whether the Mooring is new construction or used. The application must include all plans for the installation of a Mooring with a sketch and materials list.
         (b)   The Park Technical Committee shall review the application and supporting documents and approve or deny the application.
      (2)   Mooring structures installed after January 1, 2012, shall be built to the following specifications:
         (a)   Traditional 3-Anchor System
         (b)   Permanent Anchoring System
         (c)   Mooring Pennant with a minimum of a 5/8 inch line and a second safety line.
         (d)   Buoys must be Coast Guard Approved.
      (3)   Existing Mooring Structures shall be maintained as follows:
         (a)   Traditional 3-Anchor System
         (b)   Permanent Anchoring System
         (c)   Mooring Pennant with a minimum of a 5/8 inch line and a second safety line.
         (d)   Buoys must be Coast Guard Approved.
