The Park Board shall consider and make recommendations on all matters affecting management, development and planning of city parks to the City Council. The Park Board shall also review all applications to the city for dock or mooring permits and make recommendation to the City Council regarding same. The Park Board shall also review moorings and dock facilities licensed by the city to determine technical compliance with the regulations and ordinances of the city affecting same and report to the City Council for the city any dock or mooring which is not in compliance with city ordinance requirements.
