§ 92.15 FEMALES IN HEAT.
   Every female dog or cat in heat shall be confined in a building or other secure enclosure in such manner that such female cannot come in contact with another dog or cat, except for the express purpose of planned breeding, or shall be controlled on a leash while being exercised.
