No owner shall fail to provide any dog or cat with humane care and treatment, sufficient good and wholesome food and water, proper shelter and protection from the weather and veterinary care when needed to prevent suffering. No person shall beat, cruelly ill treat, neglect or otherwise abuse any dog or cat or cause or permit any dog or cat fight or other combat between dogs or cats and humans.
