(A) Upon review of the status of the delivery of emergency medical services to the city, the Council shall make recommendations to the city and to each fiscal court as to how to best achieve the consistent and efficient delivery of emergency medical services necessary for the safety and convenience of the citizens of the city. The findings may be in the form of a proposed ordinance to be adopted by the city.
(B) The Council shall remain in existence after compliance with the above subsection for the purpose of continual monitoring of the state of the delivery of emergency medical services. The Council shall promulgate rules and regulations for adoption by the city to achieve the goals of this article.
