The waste collection service charge imposed pursuant to this chapter, in the case of dwelling or apartment units, shall be imposed against and payable by the record title owner of the real estate as of January 1 of each year, and the record title holder shall be responsible for payment of the charges imposed herein. In the case of businesses, wherein the operator or owner of the business may not be the record title holder of the property, the operator or owner of the business shall be responsible for the payment of the charges herein imposed.
