That the City Council for the city shall allow the City Administration to obtain Wrongful acts insurance coverage on behalf of City Personnel, including, but not limited to the Mayor, in the amount of five hundred thousand dollars ($500,000.00) in lieu of the bond required in §§ 20.107 or 21.103, as long as the wrongful acts insurance coverage premium is less than a premium for a ten thousand dollars ($10,000.00) surety bond.
