The facts and other matters set forth in the "Whereas" clauses that form the preamble to Ord. 10-2006 are hereby adopted as findings of fact in support of the legislative action of the city in adopting this supplementation to its code of ordinances. Upon adoption of this supplementation amendment, these shall be incorporated into the code of ordinances by reference to Ord. 10-2006.
