(A) The developer, builder, or contractor in all subdivision development and the owner of any subdivided lot shall be required to build sidewalks along the entire frontage of the street or streets abutting the lot or lots, in accordance with regulations as provided hereinafter and in the Street Specification Rule Book.
(B) Sidewalks shall be required to be built for all developed lots regardless of whether a building exists on the lot or not.
