§ 40.203 PARKING, STORAGE IN CERTAIN PLACES PROHIBITED
   (A)   It shall be unlawful to park or store any motor vehicle, airplane, boat, mobile home, recreational vehicle, or trailer on a vacant lot or in the front yard or side yard of any dwelling or structure in the residential district unless the vehicles are properly located on a driveway or other designated permanent parking surface which is approved by the City Building Inspector.
   (B)   A vehicle, airplane, boat, mobile home, recreational vehicle, or trailer shall not be deemed to be properly located in a driveway or other designated parking surface if any portion of the vehicle, airplane, boat, mobile home, recreational vehicle, or trailer encroaches upon any street or any sidewalk within the city’s right-of-way. The city’s right-of-way includes not only the land upon which the street is located but also that land immediately adjacent to a street, highway, roadway, curb, and/or intersection as identified by reference to the official plats on record in the County Clerk’s office.
