§ 26.001 MAYOR TO PROMULGATE POLICIES

   Subject to disapproval of the City Council, the Mayor shall promulgate policies and procedures applicable to all offices and posts in the departments of the city except the following offices and posts:

   (A)   All elected officials;

   (B)   All members of Boards and Commissions;

   (C)   City Attorney or legal counsel;

   (D)   Consultants, advisors, and counsel rendering temporary professional services;

   (E)   City Engineer;

   (F)   Independent contractors; and

   (G)   Members of volunteer organizations.
