3.6.4  Street Classifications.
   Streets shall be designed based on their classifications. Classifications depend on the quantity and speed of expected traffic. Roadways requiring higher through speeds or large volumes of traffic shall have higher classifications and be designed to accommodate these conditions. Normally, the higher classified streets affect more than one subdivision and must be coordinated among a number of subdivisions. Such roadways are shown on the City’s Comprehensive Plan and all affected areas being platted are required to conform to this plan. In Lakeside, the following classifications shall be used:
