3.3.5  Sizes and Capacities.
   Drainage pipes shall be designed such that the hydraulic grade line (HGL) is continually maintained at least 18" below the top of curb, or below street subgrade, whichever is lower.
   Plans shall show all hydraulic calculations, including structure losses, and the HGL shall be plotted on all profiles. In no case shall drainage pipes be less than 18" inside diameter.
