2.4.3  Plat Approval.
   The following conditions shall be met for plat approval:
 
Bid Project and execute developer agreement and bonds with the City.
The developer, prior to final approval of a plat, shall take bids on all required improvements and installations and tabulations to the city along with bids of his choice. Each bid shall be accompanied by a performance bond, payment bond and two (2) year maintenance bond. The developer shall furnish the City a developer agreement and escrow with the city a cash deposit to cover all contract cost plus 0.2 (2/10%) percent of total cost for inspection fees.
File Plat with County
The City shall record the plat in the office of the County Clerk within three weeks of all approval conditions being met.
 
   No Building Permits shall be issued for any lot in the subdivision, or any lots sold, until the following condition is complied with. The only exception shall be that residential home builders can start “model homes” which are not for immediate sale or occupancy and are used solely for demonstration and advertising at the entrance to the subdivision once sufficient access and utilities have been installed in that area.
 
Certify Satisfactory Completion of Improvements
The owners of the subdivision shall file with the P&Z, within two (2) months after the date of construction completion, a certificate stating that the improvements as specified and required by the city have been completed in accordance with the city’s standards and specifications.
