It is to be understood that the approval of the Preliminary Plat by the P&Z and the City Council does not constitute official acceptance of the proposed subdivision by the City, but does constitute an authorization to begin and proceed with the preparation of the Final Plat. Construction work on the proposed subdivision shall not begin until the Final Plat has been approved and accepted in an official action by the P&Z and the City Council and the instrument recorded in the office of the County Clerk.
