1.2.2  Applicability of Chapter.
   A person desiring to sell off a portion (or portions) of a tract of land shall not do so until the land has been properly subdivided and recorded. Such subdivision shall be done by formal plat, unless:
   1.   The land in question is and will remain in use for agricultural purposes only, and
   2.   No portion is less than five (5) acres, and
   3.   The division does not require the extension or development of roadway, public infrastructure or easements.
   To affect a plat, the owner thereof (or his legally authorized agent) shall apply in writing to the City for approval of such land division following the procedures described herein. The city building inspector shall not grant a request for the erection of a structure until the plat process is completed.
